Investment Planning Program Manager

Position Overview
Our client is seeking an experienced Investment Planning Program Manager to lead and oversee technology initiatives within a dynamic IT environment. This role involves providing strategic guidance, ensuring compliance with IT policies, and supervising staff to deliver high-quality IT functions. The ideal candidate will bring strong leadership, technical expertise, and experience managing complex projects, particularly in a government or enterprise setting.
Key Responsibilities
- * Manage IT initiatives for the assigned program and allocate resources to ensure deliverables are met.
- * Ensure compliance with VDOT, VITA, and other relevant policies, standards, and guidelines.
- * Supervise staff supporting IT functions, including project management, data management, security, and service desk operations.
- * Define the strategic direction for assigned programs and recommend new technologies.
- * Identify opportunities to enhance business processes through technology solutions.
- * Provide regular updates on project plans, timelines, and progress to stakeholders.
- * Track and analyze operational metrics to identify and improve processes within assigned IT functions.
Qualifications
Must Have:
- * Bachelor’s degree in a related field.
- * Current Project Management Professional (PMP) certification from PMI or VITA PM certification.
- * Minimum 15 years of experience managing large-scale projects involving technology procurement.
- * Strong understanding of software development life cycles (Agile and Waterfall).
- * Proficiency in Microsoft Office Suite, including Word, Excel, Visio, PowerPoint, and Project Server.
- * Ability to supervise technical staff and coordinate multiple complex projects.
- * Experience with financial analysis, return on investment calculations, and requirements analysis.
- * Exceptional communication skills for diverse audiences, including presenting and conducting meetings.
- * Knowledge of IT governance, system analysis, troubleshooting, and process development.
Nice to Have:
- * Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp processes.
- * Familiarity with IT procurement processes, such as RFPs, statewide contracts, and CAI SOW.
- * In-depth knowledge of computer and network systems, as well as related methodologies.
Compensation and Benefits
Pay Rate: $72 - $75/hr (Annual equivalent: $149,760 - $156,000)
